Prohibition Does Not Work is a platform dedicated to advocating for progressive policy that empowers smokers and oppose prohibition of smoke-free products.

Smoke-free products contribute to accelerating the reduction of smoking rates in an increasing number of countries worldwide. Banning them does not eliminate their demand – it simply pushes them into the shadows; but it does reverse public health milestones, so it’s time for a better approach.

Tim Andrews is the Director of Consumer Issues for the Tholos Foundation, and an active member of international think tanks specialised in public policy.
Having witnessed first-hand the effects of Australia’s vaping ban, Tim has also contributed to the Australian ‘Legalise Vaping’ campaign.
Tim holds a Bachelor of Economics (Social Science), a Bachelor of Laws (Honours), and a Master of Public Policy, all from the University of Sydney.

Brian Marlow is the President of the Australian Taxpayers' Alliance, and the Director of Legalise Vaping Australia, where he heads up our campaign to Legalise life-saving vaping technology in Australia. Sebastian StodoLak
Vice President, Warsaw Enterprise Institute (Poland)

Economic columnist for Dziennik Gazeta Prawna, graduate of the Faculty of Philosophy at the University of Warsaw, and Postgraduate Studies in Finance and Monetary Policy at the Polish Academy of Sciences. He also publishes articles for the ObserwatorFinansowy.pl portal and hosts a radio show “0+ – a program about entrepreneurship” on Radio Wnet. In the past, his articles were published in “Wprost” and “Newsweek” magazines. He won a distinction in the 15th edition of the Wladyslaw Grabski competition for his work on monetary policy. In 2017, he was awarded the Krzysztof Dzierżawski Prize of the Adam Smith Center for “promoting freedom and common sense.” In addition to his work as a journalist, he is also the lead singer of the heavy metal band Scream Maker, with whom he has released 3 albums and played over 300 shows, including 6 tours in China.

Rodrigo Saraiva Marinho
Executive Director, Instituto Livre Mercado (Brazil); Executive Secretary, The Parliamentary Front for the Free Market

Rodrigo Marinho is a lawyer, professor, and entrepreneur who holds a master’s degree in Constitutional Law. He serves on the board of the Mises Institute Brazil, is a partner at LVM Editora, and was the legislative director for the leadership of the Novo Party in the Brazilian Chamber of Deputies, as well as former Compliance Director at PWR Gestão. He is currently the CEO of the Instituto Livre Mercado, a PhD candidate in Law at IDP, and the author of the book The History of Brazil Through Its Constitutions.

Nicolas Lecaussin
Director, Institute for Economic and Fiscal Research (France)

A Sciences-Po Paris graduate, Nicolas Lecaussin has been involved in the think tank world since 1997. He is currently Director of IREF (Institute for Economic and Fiscal Research), a Paris-based European think tank. A specialist in political and economic issues, he has written some hundreds of articles and is the author of several books, among which Cet Etat qui tue la France (It is the State that’s killing France), L'absolutisme efficace (Effective Absolutism), Au secours, ils veulent la peau du capitalisme! (Help, they want to kill Capitalism!), France, Europe, Romania, L'Obsession antilibérale française (The French anti-liberal obsession), Les donneurs de leçons ( The preachers/ The moralizers). He is also the co-author of the books A quoi servent les riches (Lattès, 2012) (What are the rich good for?),  Anti-Piketty, Echec de l'Etat (Failure of the State).He was awarded the Renaissance Economics Prize for the book The French anti-liberal obsession  (L'Obsession antilibérale française).

Israfil Ozkan
Director, Freedom Research Association (Turkey)

İsrafil Özkan is the Director of the Freedom Research Association(FRA), a liberal think tank in Turkey. Mr. Özkan has been conducting projectson the rule of law, democratisation, free markets, and civil liberties for 10years. He has specialised in increasing organisational effectiveness, strategicplanning, and digital campaigning. He contributes to different think tanks andgrassroots organizations. He is the founder of the Turkish Public AlcoholPolicy Watch and the Turkish Vapers’ Alliance. He focuses on monitoring publicpolicies and government responses on alcoholic beverages and tobacco products.These platforms are the only civil initiatives that promote lower taxes, moreindividual responsibility, and freedom in their fields.

Carmelo Ferlito
CEO, Center for Market Education (Malaysia)

Dr Carmelo Ferlito is the CEO of the Center for Market Education (CME), a think-firm operating in Malaysia and Indonesia in the fields of policy analysis, market intelligence, business consulting and training services.

Dr Ferlito holds a PhD in Economic History (2007) and a Master’s Degree in Economics (2003) from the University of Verona in Italy. He currently is a Faculty Member at Universitas Prasetiya Mulya in Indonesia and an Adjunct Professor at Taylor’s University in Malaysia.

As an economist and a business consultant, he has provided services for multinational companies around the world and prestigious institutions such as the European Union, Asian Development Bank and Bank Negara Malaysia.

His opinion on economic and policy issues is regularly requested by Malaysian and International media.

Garret Edwards
Director of Legal Research, Fundacion Libertad (Argentina)

Garret Edwards holds a J.D. from the National University of Rosario in Argentina (UNR '12) with a Diploma of Honor (Summa Cum Laude) and a Gold Medal from the Supreme Court of Justice of the Province of Santa Fe. He also holds an LL.M. with a Specialization in Intellectual Property Law from the London School of Economics and Political Science in England, United Kingdom (LSE 2020/21). He serves as Director of Legal Research at Fundación Libertad (Argentina).

Christopher Snowdon
Head of Lifestyle Economics at The Institute for Economic Affairs (United Kingdom)

Dr Christopher Snowdon is the head of lifestyle economics at the Institute of Economic Affairs (IEA). He is a regular contributor to the Spectator, The Critic and Spiked, and is the author of ‘Polemics’ (2020), ‘Killjoys’ (2017), ‘Selfishness, Greed and Capitalism’ (2015), ‘The Art of Suppression' (2011), ‘The Spirit Level Delusion’ (2010) and ‘Velvet Glove, Iron Fist’ (2009). He is the editor of the Nanny State Index and the author of more than twenty reports for the IEA.

Gia Jandieri
Vice President, New Economic School (Georgia)

Gia Jandieri is an economist who graduated from two universities in Georgia. He worked at the State Audit Office, Central Election Commission, the Parliament of Georgia, and the Anti-Corruption Agency. In 2001 Mr. Jandieri co-founded, and has since remained Vice-president of, New Economic School – Georgia, a free-market think-tank. He also lectures at the Georgian-American University in Tbilisi and is a member of the Board of the National Statistics Office of Georgia. Gia is an active member of Economic Freedom, Atlas, and many other free-market networks.

Vinicius Oliveira Bubols
President, Atlantos Institute (Brazil)

Vinicius is a Business Administration graduate from the Federal University of Rio Grande do Sul (UFRGS) and currently serves as Events Director at the Atlantos Institute. He works in the Representative Support Department (DAM) of the NOVO Party, where he assists over 200 legislative mandates throughout Brazil. Vinicius is also a writer, and his portfolio includes texts and chronicles published in various media outlets within the liberal movement and beyond, such as Instituto Mises Brazil and Gazeta do Povo.

What is progressive policy?

Progressive policy is policy that empowers smokers to move and stay away from smoking. Countries like Sweden, the UK, New Zealand, Japan, have witnessed a reduction in smoking rates more significant than the global trend. This is the outcome of progressive policy that does not cancel a validated lifeline such as smoke-free products.
